The regional cycle, when it exists, tends to lag behind the city cycle. The city will go up earlier than the regional (hence you can get it cheaper in the regional than the city) but will also be more expensive than the city once the price comes down again.
The other tendency is for the price to remain more constant in the regional areas. And typically higher than the troughs in the city. Therefore, it looks cheaper int he country at times when the city spikes, but we typically end up paying more, on average, then the city.
Whether you have a price cycle in the country is normally dependent upon the level of competition. For example, Bairnsdale, which is further away form Melbourne than here, is typically cheaper than here or the valley stations, which are closer to the city. But they have an APCO fuel outlet which tends to drive the price base.
