They shouldn't be even considering working but unfortunately it's not law, it's 'guidelines' and they're behaving as such.
Keep in mind it's mostly Chinese visa scams sending tax free money back home with these unlicensed 'massage parlours' that have sprung up everywhere.
Come over, claim that refugee visa, they're granted the processing time here until they prove its a false claim which takes years then work illegally and send all the cash back home.
