Having worked in numerous WA Government agencies in my past life, I can just say having an eastern states centric management regime never works well here but with uniform legislation and policies it always happens as the other states argue they have the majority of people cars whatever. And of course it's always too much trouble for the "wise men from the east" to visit WA and see what the rules and policies developed in the east mean in practice here. Our roads are different (generally less developed) and our rural population more spread out amongst other things.
