Not even that.
Most of those guys offering "$400" for scrap are actually scammers fronting for wreckers. They actually only offer really low-ball amounts.
The actual market for scrap metal is very poor, and scrap steel is practically worthless. Even in the metro area, if you're lucky you'll find somebody to take away a stripped shell for FREE. No way they're driving out to whoop-whoop to PAY for some rusty old crap.
Most of those lots have been smashed beyond repair, then stripped of anything remotely saleable, and left to rot. The whole reason they still exist (and haven't been crushed and sold for scrap) is because they are worthless
