When is comes to per person (which is what it's going to come down to IF this virus takes off hear), YES they do. Italy also has a more efficient system than we do. We have one of the best 'developed public healthcare systems' in the world (ranked 8th best in Jan 2020), but Italy is ahead when you take into account their population is much lower than ours.

Also, I have a family friend who is a Doctor and is a dual national (Australia/Italy). He's between Italy and Australia a bit, and often praises Italy's health system more when compared to Australia. This is of course second hand information and not my own experience. But I have no reason to not believe him.
