I tried this avenue several months ago with my bank and they said they couldn't help me. I paid for the item and reported it as not as described.
They told me it was a case for consumer affairs (who were no help as well).
I have had a few other transactions reversed but these were not authorised by me and were fraud related.

Sounds like the bank staff that you dealt with were wrong.
I'll call the guy tonight and get some more info from him.
