Exclamation QPOLICE could soon begin issuing traffic tickets by email or MMS as officers trial a new e-ticketing syst

"POLICE could soon begin issuing traffic tickets by email or MMS as officers trial a new e-ticketing system in Queensland.

Forty Road Policing Command officers will be part of the trial beginning today, in which officers will issue tickets from mobile devices such as iPads.

Deputy Commissioner Steve Gollschewski said the new mobile ticketing app would allow police to issue notices faster than the traditional paper-based ticketing system.

Officers will initially send out a paper ticket in the mail during the trial but once the system is rolled out officers will eventually send notices by email or MMS.

The tickets will be for traffic fines including speeding, seatbelts, mobile phones and car defects.

“How it works is when an officer intercepts a person for a traffic offence, rather than writing out a paper ticket, they’ll be entering it directly in their iPads … and entering an electronic infringement that will be issued to the motorist down the track,” Mr Gollschewski said.

Mr Gollschewski said police usually spent about 10 minutes per notice, with more than 500,000 issued a year.

The trial is expected to run for four to six weeks.

The Courier-Mail revealed in July that officers at one Brisbane traffic branch had received a memo telling them to issue 10 traffic fines per shift as part of the new e-ticketing trial. My comment QPOL said "no quota system"!!!! we all said "BS"

It told officers the trial would be “highly scrutinised by its effectiveness and use” and asked officers to “please ensure you focus all of your time issuing tickets during this period”.

“There is no hiding during this period,” the memo to Brisbane traffic staff from a metropolitan supervisor said.

“I would suggest a minimum of 10 tickets per shift/every shift. (That is only 1 ticket every 48 minutes of your shift).”

The Road Policing Command backtracked from the directive at the time and said it was not a mandatory target.

Mr Gollschewski today denied police would have any type of quota during the trial.

“There is no quotas for all for us as an organisation,” he said.

“What we’re about is reducing road trauma and increasing the community safety.”

Mr Gollschewski said when the system was rolled out across the state, drivers would continue to have the option of receiving a traffic infringement in a paper-based form.

Besides saving time for officers, police bosses also believe the new system will increase officer safety on the roads because of a reduction in intercept times.

They also said the electronic system would help officers access information in the field quicker to help identify risks and give officers more time to enforce road safety."

Essentially this would save paperwork back at the station but increase time on the side of the road by pulled over motorists. As I understand it officers will no longer fill in the Yellow offence slip with crap hand writing on the side of the road and then enter those details to a computer issuing the fine later on. Now they will bungle with an Ipad on the side of the road and when eventually done the fine is sent immediately. Personally I will still elect for the hard copy in the mail if ever pulled up.

E-ticketing cases would be thrown out of court the moment one is contested. There is no way for govco to easily find out your email address and legally tie it to you. Vast sums would have to be expended to find one that may be yours. Mobiles are worse as burner phones can be had as mentioned.

Should the rozzers actually go through with this, there will be a great many magistrates cross with them.

Don't see how it could be contested. They have your rego, name, address, the only difference is method of delivery. So if you don't pay the fine you'll get your penalty notice in the mail.

Just remember they can cancel your licence in QLD if you do not pay the fine on time and all now.

HI PSI there will still be the traditional traffic intercept and chat etc. It's just that the actual infringement notice won't be issued at the scene. It'll be forwarded electronically later as I understand it. It's a trial at this stage so I guess any shortcomings will soon be identified.

I don't see the problem, instead of mailing it they will email it. Is it really that different?
It's stupid how the officers were told to focus all their time on issuing fines during the trial. Apart from that what is the big deal?

It's not like they are tracking you GPS in your phone or iPad and issuing fines every time you break the limit...... yet.

The mail is sent to an address on one's drivers licence. That legal connection just doesn't exist with email or someone with a burner phone. Not ony that, SMS messages and emails can be deleted with no way of knowing if said message or email was ever received.

At the moment theres a lot of crypto locker virus going round being spread by fake traffic ticket emails. We tell our clients do not open emails saying they are traffic ticket or it will encrypt your pc. So now the police decide they will do just that...

Check out an app called TotalCheck, it will demonstrate what can be done. I also heard that a summons was deliverd in Aus via Facebook, so everything is now possible.

I want a system where I can text in a rego number of a car with inoperative tail/brake lights and the owner receives notification of the problem. Pulling up alongside ,getting their attention and telling them can be quite confrontational.

It would be a good idea. I have heard of people being told off for letting someone know at the traffic lights that their brake lights are not working.

If they have the ability to send you a infringement notice by email ( and it will happen at some point ) and there are no quotas apparently, why is not possible just send a warning notice for those doing say less than 5 Ks over? 3 strikes and your out, cop the fine. After all everyone reads their email at some point during the day on the other hand a month can go by before you receive it by post.
Might enable our overworked law enforcers to concentrate on more serious offences.
