Default Computer Tech Question

Hi guys, Ive been having a bit of fun on an English forums that has resulted in me being banned a few times (sore losers over the ashes test lol) Anyways each time I would just apply with my ISP to assign me a new IP address and I could re-register. But now it seems they have blocked a whole IP range lmao

What I need is a bit of instruction on how to use a proxy server to anonomously browse the internet and register again..... Ive tried a couple of programs but cant get my head around it.

Any help would be appreciated.
