I have passed many a dyno event and many a workshop and the common theme is cars going hard and doing burn outs. For the police to attend someone would have phoned them and that someone would have expected action. From what I have read from one perspective I do not see anything wrong with the action of the police at all. Perhaps the organizer could have alerted local police to the event, kept a good eye on who and who wasn't attending the event and kept police informed if there was any trouble and asked them to patrol past. Then maybe the outcome would have been different. I personally am sick to death of people having a big cry on this forum because police are actually doing their job.
