I'm afraid that too many people think that lowering your suspension too far is perfectly safe and won't cause an accident...if you know anything at al about suspension geometry and design, you'll know that there's a reason they don't let idiots fit rediculously low springs and remove bump stops...one pothole, one ripple in the road, one big bump, and it could do all sorts of unpredictable things like spear across a lane because you've just ruined all the suspension compliance for taking in big bumps and sudden changes, as well as most likely inducing bump steer.

"Over-regulated"...? Can you imagine what would be driving around on the streets if it was a free for all, or if they just said "Hey, modify it how you like, it should be pretty safe"?
