Default Second hand car buyers offered more protection?

Heard on the wires that new laws have been / are about to be introduced that will better protect car buyers from buying an unknowingly encumbered vehicle from a private seller. Some sort of buyer protection, or a much easier "REVS" style checking system.

Can't seem to find anything about it, or even how it works?

Anyone heard about this?
