I cant think of ANY Roadworthy tester these days that would dream of providing a roady on a dodgy car purely because of the Fines VicRoads hit them with.
And if the RWC has expired (30 days from date of issue) then its a he said she said argument which you will lose as the photos are date coded and marked to show the condition of the rubber, discs etc. My MA was RWC'd by a Ford dealer and being the suspicious type I did a RWC check myself and the car came up fine although marginal on the rear tyres which were roadworthy but not good enough for my liking. So a set of Kenda's were fitted at $120 each to make me happy. Im thinking the seller pulled a shifty or maybe a relly of the seller but still the words Buyer Beware apply and an RACV check should have been bought before sale. As for VCAT? Good luck.
