Hi guys, Ive got some mp3's that have an annoying sound at the start of each song that i would like to remove. What program would I use to edit an mp3?

Easiest thing (or the Old School™ thing, which is what I would do!) would be to decompress into .wav format and edit in a normal .wav editor eg. Goldwave, then compress back to mp3. Have done this on more than a few occasions.
Someone will no doubt jump in and point out how behind-the-times I am and that you can edit mp3's directly now with some newfangled software. Bleh!

dont need to decompress with goldwave, cool edit can also do as you are asking

Also, if you have Nero, it comes with a sound editor that will let you do as you ask.
