Its only 20 cars in a fleet of hundreds. The rest of the marked cars are all white.

Not sure about white being the international Police car colour. Most of Europe has gone to silver cars with high viz markings, best being the British "Battenburg" markings. America seems to be moving towards either black and white or solid black cars.
The reason for the different colours is simple, better resale. The markings a designed to attrack attention, who cares if they look bad when you actually noticed them in the first place. Anyway, I would be more concerned about the crappy light package on them. Fully lit up they must fry the alternator and battery.

Saw one of these on the road for the first time today, looked really neat, and he was moving too.

As a Trademan im on the road quite a bit and both myself and the guy i work with both comment on how most of the cars we see speeding are the HWP cars on the Highway.

saw one near where i was working yesterday they stand out like dog's balls on the road... but still he just sat in this new court just outside epsom where he caught about a dozen people. but i have to admit they have got some guts considering the dual spinners it left behind! the copper even pulled over a b double truck!
