Default AU underperforming ac

Hi everyone.
I have an air conditioning issue. The a.c. works and is gassed up but never gets properly cold. It works better when driving along but not when stopped. The high-speed fans never come on. And I have checked using forscan and the ECU never commands them to come on. I Have checked on my other au and the ECU commands the fans and turns them on when stationary. My question is the compressor stuffed in some way and therefore The ECU doesn’t think it needs the high-speed fans. Or is something is wrong in the ECU stopping the air-conditioner from working properly
