Default Flaring tube bit not at the end of it

Hi all,
Very used to flaring steel and copper, but only at the ends. What is it called when the flare is a couple of inches in from the end (maybe more a collar than a flare), is this something a feller can do at home or does it require super specialised tools?

Is it for the brake lines, or high pressure like hydraulic steering, or is it just a water hose connector, what material...length, diameter, thickness....

As aussieblue has indicated above, it is called a "bead" not a flare.
