For how far out it is from the ramp I'd say it got a bit of push from either another car or from it's own engine.

My guess- Someone put the car in R for Race

that is what i read. he was reversing it down and he got the boat in the water and the car just slipped down the ramp. He tried to stop even a few other people tried to help him, but its was just to heavy and too steep they just let i go and tied it to the jetty so it wouldnt go anywhere. Then called the tow truck to pull it out.
this is what i read anyway so not sure if its correct or not
