This 'Fining for breakdowns' thing sound like a little buck passing.

What it needs is for some Legal Eagle to have a go at Vic Roads for failing to provide sufficient breakdown lanes.

As my previous post in regards to Vicroads poor road planning and using this to cover up their incompetence.

Next time when driving on the Bolte Bridge city bound look for skid marks (you will see plenty) basically where there are several skid marks it shows bottle necks due to poor planning. An attemp to fix this previously they reduced the speed limits but now to fine motorists that break down causing a drop in road effenciency is a bloody cop out...
