This is the best cop car I have ever seen!!
If only it were a HWP car. They are the only people that are worse than cops, especially the feamales that have let the power and responsibility go to their heads!!! |

so the answer to my question would have been something along the lines of "yes the cop car in the pic broke down and was being towed"

I don't know why the cop car was on the tow truck. If it's on a tow truck, it usually means the cops couldn't drive it to be fixed.
